Brief introduction of HSE system

1Summary
Since the foundation in 1998, Zhejiang Xianju Junye Pharmaceutical Co., Ltd. has been taking the ideology of “Entrepreneurship, Innovation, Pioneering”. We gained the name of “Zhejiang High-tech enterprise”, “State High-tech enterprise”. In the past few years, our sales income has risen 30% year by year. The sales reached RMB 100 millions in 2006, which made our co. pharm-chem leading enterprise in Xianju local area.

2Organization structure
    Leaded by general manager, production dept., plant engineering dept., HSE dept., financial dept., R&D, HR, sales dept., QA, QC, business development dept. were set up.
Organization of HSE system:

HSE dept., administration of carrying out HSE system,is leaded by HSE executive, planning, running, persistently improving HSE system. One HR office is managing dossier & logistics under instruction from HSE dept.
Main work of HSE dept.:

  • Know national safety, environmental protection, occupational health;
  • Establishing safety, environmental protection, occupational health management system, practising, persistently improving the system;
  • Establishing HSE general objective, decompose and implement to per dept., supervise fulfilling the objective;
  • Implementing training of safety, environmental protection, occupational health;
  • Establishing contingency plan for major emergencies of safety, environmental protection
  • Establishing new & reconstruction protocol of safety, environmental protection, occupational health, organize acceptance;
  • Safety management & monitoring. Define per potential safety hazard & control point, take preventive measures;
  • Safety facilities management;
  • Organizing inspection, analysis, treatment & management of accident of safety, environmental protection;
  • Improving occupational safety and health facilities, managing labor protection;
  • Constructing safety net, managing obligatory fire brigade;
  • Define per potential environmental protection hazard & control point, take preventive measures.

3. On-site management
3.1 Warehouses
3 warehouses, 1 tank area
Raw materials warehouse: store all raw materials such as solid materials, liquid materials, gas materials. One part is for hazardous materials; another is for common materials. In per warehouse storage quantity is strictly controlled, different storage & interior circulation according to per MSDS. Materials are away from wall & ground, stowed in block according to entering batch number with specific label including name, batch number, quantity. PPE furnishing standard of carrying workers & sampling workers is defined.
Daily patrol rules are established at tank area, patrolling leakage, safety, conditions of safety facilities. Annual test rules of thunder-proof, static electricity protection are established.
Warehouse for intermediates & finished products: store all intermediates & finished products, stow in block with per product, per batch. Labor protection during dispatching.
Warehouse for hazardous solid waste materials: establish raw materials' storage handing over procedure, delegation treatment handing over procedure, manage storage of hazardous solid waste materials.
3.2 Workshops
The principal of “simple process, convenient operation, low labour and repairment” should be followed in workshop design. Identify hazard installation & environmental factors in per process, take protective measures. Coming in materials should be stowed at fixed place, workers take proper PPE, safety signs are hanged; the pipes of organic waste gas, organic waste waster, hazardous solid waste materials should be identified well, and be connected to general waste gas/water pipe in order to segregate different wastes. Waste gas, partial waste waster are pretreated in workshop, go to terminal waste treatment centre.
   3.3 Hazardous transportation
Internal circulation of materials is carried with forklift. Transportation is according to per MSDS. There’s specific forklift way; there’s forklift driving operations.
External transportation: safety label is made as per MSDS. Safety agreement is made with cargo transportation team, sales dept. follows the transportation to destination, reports to HSE dept..
3.4 QC analysis, R&D management
Solvents storage is as per MSDS, especially label clear for those opened materials. Acid, alkali, oxidizer, reductant should be stored separately. Identify hazard installation & environmental factors in per process, take protective measures.
3.5 Contingency plan
Prepare all contingency plan, train, drill.
3.6 Dossier & logistics
    Labor contract is signed with per staff;
Make staff annual physical examination plan, carry out, make per record;
Manage logistics, canteen, dormitories, staff’s welfare.

4. Brief of HSE system
1 system——QHSE administration system
10 Key elements are defined in HSE administration system:
4.1 Top management's commitment, policy, objective, responsibility
   Definite commitment, filed policy & objective, top management's commitment are foundation to implement HSE administration system successfully. Real action is taken to value HSE in order to get the objective “no accident, no health damage, no environment damage”, which is top commitment.
4.2 Organization structure, responsibility, source, file control
   in order to run the system actively, arrange the human, material and financial resource reasonably, train widely in order to raise skill consciousness of all staff, obey regulations, behave by principle, ensure staff to perform each HSE responsibility. Meanwhile in order to provide the feasible basis of HSE administration, HSE management document should be controlled well, make regular assessment, revise if necessary, ensure HSE file complies with real action.
4.3 Risk evaluation & inspection management
   Risk evaluation is a continuous process, is core of establishing & implementing HSE administration system. Hazards, influence & inspection are often analyzed & evaluated, active or proper preventive measures are taken to minimize the risks. The general manager is responsible to and makes risk evaluation of management procedure, organizes inspection management in person.
4.4 Contractor & supplier management
Prequalify, select the contractors & the suppliers, prepare before constructing, monitor the processing, evaluate the contractors & the suppliers.
4.5 Facilities designing & constructing
Newly built or reconstruction or expansion facilities should be complied with related standard specification to design, purchase, install, trial run in order to ensure facilities to be in good condition.
4.6 Operation and maintenance
   Actively control facilities, equipments, hazardous, special processing, hazardous operating environment, raise running safety & reliability of facilities, equipments, manage each production link combining current & active management regulation.
4.7 Change management & Emergency management
Change management: planning control permanent or temporary change about staff, working process, working practices, technology, facilities in order to avoid or minimize harm & influence on safety, environment & health.
Emergency management: systematic analysis & study on production system, confirm possible emergent accident, take preventive measures & emergency plan.
4.8 Inspection, examination, monitor
   Regularly inspect & monitor operation of established HSE administration system, regular inspection & monitor system is established in order to guarantee implement of objective of HSE administration system.
4.9 Casualty management & prevention
   Establish management procedure of Casualty management & prevention, timely inspect , confirm ultimate reason of the accident or an attempted accident, make related corrective & preventive actions in order to ensure never happen again.
4.10 Audit, review and persistent improvement
    Regularly audit, review HSE administration system, ensure system suitability & validity, keep system improving in order to get persistent improvement.
